Meet the judge

Kirsty Hogan

Head Africa, Latin America and Caribbean, and Defence Diplomacy, Defence and Security Policy, MOD

Kirsty has been Head of the Africa, Latin America and Caribbean, and Defence Diplomacy Strategy Team in MOD’s Defence and Security Policy area since February 2023. She oversees the development of Defence policy for Africa, Latin America, Antarctica and the Caribbean in support of UK objectives and led the work to deliver the Defence Diplomacy Strategy in March 2026 and is now overseeing implementation of the Strategy.  

Prior to this her career spans over twenty years in policy and operational delivery roles, including as the Chief of Staff for Strategic Command Headquarters; Head of the MOD’s Europe and Canada team, responsible for bilateral relations and operations in Europe and Canada as well as MOD’s Devolution policy; Deputy Head in the joint MOD/FCDO Euro-Atlantic Security Policy unit, responsible for NATO and OSCE Conventional Arms Control policy, which included seven months overseeing delivery of the 2019 London NATO Leaders’ Meeting; and Deputy Head in the British Defence Staff United States London team during the 2016 US Presidential elections and transition to the new US administration.   

Kirsty is passionate about improving diversity and inclusion across Defence. She was formerly the Deputy Gender Champion in Strategic Command. She has been the MOD’s Gender Champion since September 2024, advocating for the nine gender networks in MOD.
